Job Description

5-D Systems, Inc. a KRATOS company, is seeking a highly motivated candidate to fill a FMS Cost Analyst position. The candidate will provide support to the Integrated Fires Mission Command (IFMC) Project Office providing Cost/Price analysis and expertise by utilizing Integrated Pricing Analysis and Reporting Tool (IMPART), SOMARDS along with other cost/ price models or estimating tools to capture life cycle cost estimates, contractor costs and government costs. 

Duties include, but are not limited to:

  • Serving as a member of International Integrated Product Team (IPT) as point of contact for pricing Contractor Cost of hardware and services, Recurring Government Support Cost of Army Working Capital Fund items, Government Pay and Allowances, Government Travel and Living, Civilian Retirement Pay and Transportation Costs of Major end Items
  • Developing Independent Government Estimates and Economic Analysis of existing and potential FMS customers for International Programs
  • Assisting with the briefings of Rough Order of Magnitude (ROM) estimates to the Assistant Secretary of Defense for International Security Affairs, Secretary of State, and Secretary of Defense and Office of the President for potential FMS customers
  • Meeting with FMS case managers and support contractors to layout Test Requirements, System Integration and Checkout and related training listed in Letters of Request (LORs)
  • Reviewing required percentage charges of Administration, Transportation, Packaging, Crating, and Handling (PCH) listed in Letters of Offer and Acceptance (LOA)
  • Being familiar with updating and reporting U.S. and Special Non-Recurring Cost to Defense Security Cooperation Agency as well as inputting the Investment costs into cases requiring recoupment
  • Being well versed in Missile Diversion methodology and Fire Unit Drills

Experience and Skills

  • Proficient in MS office product-line expertise
  • Knowledge of DoD Army Budget execution, financial management policies and processes as well as analyzing and implementing DoD budgetary regulations and policies

 Qualifications:

  • Be a US citizen
  • Ability to obtain and maintain a U.S. DoD Secret Clearance or higher
  • Bachelor’s degree in business, management, finance, economics, mathematics or engineering field
  • 10-15 years of applicable experience as addressed above
  • Excellent analytical, written, and verbal communication’s skills, people skills and enthusiasm
  • Highly organized, flexible and demonstrate attention to detail and the ability to meet time-sensitive tasks
  • Ability to work with minimum guidance in addressing actions, and then use knowledge, ingenuity, innovation, and experience to complete the product
  • Ability to handle a variety of tasks in a team environment
