Job Description

Florida Turbine Technologies, a Kratos Company is looking for an experienced Government Property Analyst, who will be responsible for establishing and maintaining a robust Government Property Management program, consistent with FAR, DFAR, and Agency-specific regulations.

The candidate will have direct experience managing Government Furnished Property as well as other Government contract operations experience.


Identify, develop and sustain business requirements for Government Furnished Property Management System.

  • Serve as KTT Federal point of contact to Government auditors for Government Furnished Property Management audit inquiries.
  • Participate as a business owner in Government Furnished Property Management system development and test activities.
  • Establish and continually improve Government Furnished Property Management procedures in line with KTT’s policies and FAR, DFAR, and Agency-Specific requirements.
  • Collaborate with other KTT stakeholders, such as Compliance, Contract, Legal, Purchasing, Engineering, Assembly and Test.
  • Develop and deliver (oral and written) detailed technical briefings, spreadsheets, and reports to the customer, Program Managers, and/or senior decision-makers in understandable terms that explain complex issues and potential risks.
  • Receive, record, track, report, safeguard, and disposition Government Furnished Property.
  • Track data and prepare metrics.
  • Coordinate with internal and external stakeholders to support working groups chartered to resolve property-related issues; develop proposed agendas and tracks action items to completion.
  • Conduct special projects as assigned.


Experience and Skills

Required Qualifications:

  • At least 5 years direct experience in Government Furnished Property Management.
  • The Candidate must be a US Person due to ITAR and EAR requirements.

Desired Qualifications:

  • Strong organizational skills.
  • Advanced proficiency with MS Excel.
  • Experience with government contracting including modifications, closing contracts, and launching contracts with associated government property.
  • Experience with Government Furnished Property audits.
  • Direct shipping and receiving in property identification and appropriate tagging during the receipt stage.
  • Direct compliance of property inventories in accordance with the contract.
  • Prepare monthly reports as required by contract.
  • Direct authority as gatekeeper, coordinating government property movements/transfers while updating property tracking system of all transactions.
  • Determine property codes for procurement based on asset type and anticipated usage.
  • Experience with Deltek Costpoint or other ERP systems.
  • Primary focal point supporting government property needs for all programs which include expediting shipments, and analysis of excess/obsolete property.
  • Preparing and submitting reports to Government oversight authorities and supporting internal and external assessments, inspections, and audits.
  • Act as the Organization's Subject Matter Expert on Government Property matters, monitor, develop, implement, and enforce procedures and policies. This position also oversees the company capital asset Property Management System.
  • Provide logistics and export control support as necessary to Government personnel.
  • Assist with management processes related to the acquisition and shipping of equipment to worldwide Partners.
  • Maintain and update property accountability and logistics documents as necessary.
  • Organize and manage processes essential to integrated logistics support for the program.

Education Requirements:

  • Bachelor's degree or equivalent is required plus a minimum of 5 years of relevant experience; or Master's degree plus a minimum of 3 years of relevant experience
  • Training and professional certification from National Property Management Association (NPMA) or other related professional development association preferred
