Job Description

GENERAL JOB SUMMARY:

The Earned Value Management Specialist will complete analysis on program performance and provide advice and guidance based on EVM tools and principles.  The specialist will collect and analyze cost performance data reports in order to identify cost, schedule and performance trends and deviations, which will allow them to recommend corrective action.  In this role the individual will participate in working groups or IPTs and assist with planning and execution of the Integrated Baseline Reviews here at KUAS.

 

ESSENTIAL JOB FUNCTIONS:

The duties and responsibilities listed below apply to all levels of Earned Value Management Specialist. Each higher level of EVMS has additional duties and responsibilities listed.

 

  • Earned Value Management Specialist II

  • Participate in integrated Baseline Reviews (IBRs).

  • Completes in EVM Analyses, developing processes and standards for collecting, tracking, analyzing, and dissemination cost and schedule data; performing schedule risk analyses; generating comprehensive at-completion cost estimate; and prepares formal reports and briefs.

  • Ensures adequate processes are in place to assess contractor’s EVM system’s compliance so data is accurate, reliable, and timely.  In addition, prepare written, uniform surveillance plans to asses continuity and consistency of EVM data.

  • Advise members of IPTs on cost, schedule, and performance trends.

  • Assess the use of management reserve  on contract with an earned value requirement.

  • Analyze and evaluate cost performance reports, identify trends, and provide recommendations.

     Earned Value Management Specialist III – In addition to the above

  • Conducts EVM Training.

  • Coordinate and participate in integrated Baseline Reviews (IBRs).

  • Develops adequate processes and ensures they are in place to assess contractor’s EVM system’s. compliance so data is accurate, reliable, and timely.  In addition, prepare written, uniform surveillance plans to asses continuity and consistency of EVM data.

  • Reports any significant EVM issues to Program Manager and recommend appropriate actions to resolve the issue.

    EDUCATION AND EXPERIENCE:

The education and experience listed below apply to and build upon all successive levels of the Earned Value Management Specialist.

 

Earned Value Management Specialist II

  • Minimum of 2 years work experience with cost reporting and data analysis.

  • Good understanding of financial functions associated Cost Reporting, Estimating, Cost Management, and Operating Plan/Forecast preparation.

  • One year of experience performing government EVM analyses and oversight, generating basic cost estimates, and preparing reports/presentations.

  • Experience in winsight, Cobra and other Deltek software is required.

  • Knowledge of all contract types:  CPFF, CPA/IF, FFP, FPI, T&M & IDIQ.

  • Proficiency with Excel, PowerPoint, and Word.

  • B.S. Degree in Finance/Accounting.

  • Minimum interim U.S. security clearance required.

 

Earned Value Management Specialist III

  • Minimum of 5 years work experience with cost reporting and data analysis.

  • Extensive working knowledge and experience with all financial functions including Cost Reporting, Estimating, Cost Management, and Operating Plan/Forecast preparation.

  • Strong understanding of financial functions associated Cost Reporting, Estimating, Cost Management, and Operating Plan/Forecast preparation.

  • Experience in winsight, Cobra and other Deltek software is required.

  • Proficiency with Excel, PowerPoint, and Word.

  • B.S. Degree in Finance/Accounting.

  • U.S. security clearance required.  

 

WORK ENVIRONMENT / PHYSICAL REQUIREMENTS:

  • Office and/or manufacturing environment.

  • Ability to stand and sit for long periods of time.

  • Ability to perform repetitive motion (keyboarding, 10-key, phones).

  • Ability to lift up to 10 pounds

  • May work extended hours or weekends, especially around Month End and Fiscal Year End closing cycle.

 

TRAVEL REQUIREMENTS:

  • 0-5% May be required between KUAS locations
