Job Description:

Perform various contracts and subcontracts administration activities in support of business areas.  Perform cradle to grave contracts/subcontracts administration from pre-proposal activities to proposal development including ECPs, contract/subcontract administration and final closeout for all types of contracts (CPFF, T&M, FFP, performance based, etc.). Candidate will also prepare proposal responses to DoD RFQ and RFPs and administer and negotiate contractual award transactions. Requires strong knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS).  Maintain Contracts database and other internal systems as well as hard and soft copy contract and proposal files. Participate as a member of program team and conduct proposal preparation, contract negotiation, contract administration, and customer contact activities in accordance with customer specifications, company policies, and legal requirements; advise management of contractual rights and obligations. As the main interface with their counterpart on all contractual issues, prepares letters to clients notifying them of contracts cost limitations and requirements for additional funds as well as other communications.  Prepare reports as required; compile and analyze data; and maintain historical contract information. Offer suggestions to improve processes and procedures. Maintain various databases (Contracts Management Database) as well as contracts/subcontracts file documentation requirements; support company and customer data call requests on an as needed basis. 

Experience and Skills:
  • Strong interpersonal skills for building strong customer relationships and working with all levels of management.  Offering guidance to junior contracts staff, and internal functional groups (Operations, Finance, Pricing, Business Development, etc.) on contract administration and solicitation compliance requirements in accordance with company policy and federal procurement regulations. 

  • Ability to administer contracts/subcontracts of varying types (CPFF, T&M, FFP, etc.), teaming agreements, consulting agreements, non-disclosure agreements, MOUs and other contract related documents.

  • Ability to lead and facilitate negotiations of varying types of proposals and contracts/subcontracts with customers and suppliers in accordance with company requirements and federal procurement guidelines.

  • Ability to lead and facilitate support to proposal development teams of varying sizes, including interpretation of solicitation requirements and recommendations on proposal strategy.

  • The ability to juggle multiple priorities in a fast-paced, dynamic environment as well as be proactive in ensuring resolution on lingering actions.

  • Administers contracts, including negotiation, correspondence, documentation, certification, financial reporting and Data or product delivery

  • Participates in the preparation of proposals including pricing and scheduling details and coordination of requirements.

  • Prepares support documents for consulting agreements, which support contract requirements.

  • Modifies contract schedules and participates in agreement negotiations when required.

  • Ensures timely processing of data deliverables to customer and updates tracking system.

  • Generates reports on contract and subcontract activity as required.

  • Reviews and approves subcontractor invoices.

  • Serves as a liaison with customer and subcontract buyer regarding contracting issues.

  • Maintains and updates a bid and proposal log.

  • Maintains and updates contract record.

  • Maintains current knowledge of relevant contractual procedures and practices.

  • Administration of all Contract types

  • Participates in special projects as required.

  • Leads and facilitates negotiations of varying types of proposals and contracts/subcontracts terms and conditions with customers (Government and Primes) in accordance with company requirements and federal procurement guidelines.
