Job Description:

Kratos Defense & Rocket Support is currently seeking a Submarine Comms and Frequency Spectrum analyst. The successful candidate will be provide support to the N2/N6 Requirements Officer and act as the primary point of contact for all issues and tasks regarding Submarine Comms.   This will include liaison with other OPNAV codes, NNWC, other Services, Joint Staff, Combatant Commanders, and OSD.

Responsibilities

Provide support to the N2/N6 Submarine Communications Requirements Officer as the Resource Sponsor Primary Point of Contact for the following programs and initiatives: Submarine Broadcast Support; Common Submarine Radio Room; Submarine High Data Rate Antenna; Multi-Function Mast (OE-538); Advanced High Data Rate Antenna; Submarine Communications Buoy; Clarinet Merlin; Strategic Communications Assessment Program; other Submarine Communications systems/cyber and NC3; and, future systems.

Support attendance at Navy, Joint and International forums to include: Acquisition Review Boards; Operations Testing Readiness Reviews; Integrated Product Team meetings; meetings/conferences on emerging technology and related issues; Joint Requirements Oversight Council (JROC).

Assist N2/N6 Requirements Officer with the integration of Navy and Joint guidance and direction to support development of recommended Navy Submarine Communications/cyber and NC3 capability requirements and programming strategies.

Assist N2/N6 Requirements Officer in drafting, reviewing and staffing recommended Navy plans, instructions, and requirements documents related to Submarine Communications/cyber and NC3 system and capabilities development.

Assist N2/N6 Requirements Officer in Submarine Communications/cyber and NC3 programs and their execution by Navy organizations receiving N2/N6 funding. This includes continual review and awareness of current funding in the Intranet Resource Allocation Planning system (iRAPS) for assigned programs.

Provide subject matter support to requirements officers on Submarine Communications/cyber and NC3 programs and issues. Participate in a broad range of systems studies to support programming and planning.

Escort non-N2N6 personnel through office spaces as required to facilitate meetings and functions within N2N6 offices.

Responsible for planning, organizing, executing and controlling performance of technical, business and financial services projects, ensuring that goals and objectives are accomplished within prescribed timeframe and funding parameters.  Provides primary interface with client management personnel regarding strategic issues. Coordinates all parties to tasks, performs quality assurance reviews of project deliverables and activities for completeness, quality, and adherence to customer requirements. Delivers presentations and leads client meetings.

Experience and Skills:

10 years of progressive experience (at least five years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems. Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts is highly desired.
